Who's The Top?

I'm wondering if this is the question they were asking each other when this photo was taken in June 2003 at a party marking the 40th anniversary of Robert Novak's column at the Army Navy Club in Washington D.C.

Many people attending the event, including current punching bag Karl Rove (left) were wearing red buttons stating "I'm a source, not a target". Maybe they should've said, "I'm a traitor, not an American."
